Operation Tehran's Spring - Statement No. 2
- Headquarters of Rahim Safavi and Guards Corps' Command HQ, Nabi-e Akram and Sarollah Garrisons, pounded with mortars

At 1 p.m. today, the Mojahedin's operational units in Iran launched a mortar attack on the headquarters of Maj. Gen. Rahim Safavi, the Guards Corps' Commander in Chief, and the Revolutionary Guards Corps' Command HQ based in the Nabi-e Akram and Sarollah garrisons (the former Imperial Club), north of Vanak Square.

The Command HQ of the Guards' 27th Division which is the command headquarters for the Guards Corps and Bassij forces in Tehran, is also located in this complex. During the mid-July uprising by the students and people of Tehran, many of those arrested were transferred to a sealed-off area within the Sarollah Garrison.

The most senior commanders of the Guards Corps, including Mohammad Baqer Zolqadr (deputy to GC Commander in Chief Rahim Safavi) work there. A number of these commanders were killed or wounded during the mortar attack and the Guards Corps' buildings, facilities and vehicles were damaged.

Following the Mojahedin's mortar attack on the Joint Command HQ of the Guards Corps in June 1998, the Guards' Corps transferred its command headquarters to the Nabi-e Akram Garrison to stay immune from the Mojahedin's attacks.

Rahim Safavi and Zolqadr, whose headquarters were pounded today, are two of the most ruthless and most criminal officials in the clerical regime who have been directly involved in all of the regime's crimes over the past 21 years. They are the true examples of criminals against humanity and war criminals.

In May 1998, referring to dissidents, Rahim Safavi declared, "We must behead some people and pluck out the tongues of others..." (Jame'eh daily, April 29, 1998)

In the initial years of the clerical regime's rule, Rahim Safavi commanded the Guards Corps' forces in Kurdistan and was actively involved in the mass executions of people in the cities and villages. In the following years, Khomeini appointed him as deputy commander of the GC Ground Forces. In 1988, he was promoted as commander of the ground forces. In 1989, Khamenei appointed him as the Deputy Commander in Chief of the Guards Corps. In 1993, he also became the commander of the Sarollah Garrison in Tehran which is the Central Command HQ for Tehran security and is assigned to crack down on the people of Tehran and prevent any uprising and social protests.

GC General Zolqadr, deputy to Rahim Safavi, is one of the founders of the Guards Corps. In addition to his direct role over the past two decades in suppression of the public and in the regime's war efforts, he also oversaw the Guards Corps' terrorist operations abroad.

In 1986, during the Iran-Iraq war, Zolqadr set up the Ramazan Garrison to command the terrorist operations of the regime on Iraqi soil. He is also directly involved in the political killings in the country. He and 14 of his confidants in the Guards Corps were headquartered in a center affiliated with the Intelligence Ministry in order to carry out these murders.
